In order to facilitate the implementation of Special Preferential Treatment more efficiently (hereinafter referred to as “SPT”), China Customs has developed the system of Electronic Issuance on Certificate of Origin for SPT ( hereinafter referred to as “the system”),which has been launched on September 10th , 2020.
The system is based on the internet and the URL is “ldcorigin.customs.gov.cn”. Users can access the system with the username and the password. The authorized officials of the issuing authority could also access the system directly through the homepage of the English Website of GACC (URL:http://english.customs.gov.cn/) and click the column ‘Service Center’ to access “LDCs' Certification of Origin”.
The issuing authority can issue the Certificate of Origin, receive the request for assistance on verification of Certificate of Origin and reply it via the system. Meanwhile the Chinese Embassy in the beneficiary country has the permission to print out the blank paper-based certificates by using the system. During the pilot run, the issuing authority can continue to use the blank paper-based certificates that China Customs provided before or those the Chinese Embassy printed to issue the Certificates of Origin under SPT.
China Customs believe that the system helps to reduce the inconvenience caused by collecting the blank paper-based certificates, to improve the efficiency of certificate issuing and verification replying and to guarantee the smooth implementation of SPT.
